A tweet from Sam Mobile has some wonderful news for those waiting for the Samsung Galaxy Note III. According to the information on the tweet, Samsung is currently testing Android 4.3 internally and will pre-install the OS build on the next iteration of its phablet.

Sam Mobile says that the information has been #Confirmed. We're not sure that this means that you can take this rumor to the bank, but it matches what happened last year when the Samsung Galaxy S III launched with Android 4.0.4 on board and the Samsung GALAXY Note II came to market with Android 4.1.1.
This year, the Samsung Galaxy S4 launched with Android 4.2.2 pre-installed which would seem to make it likely that Android 4.3 would come on the Samsung Galaxy Note III right out of the box. In Germany, Deutsch Telekom confirmed that the international version of the Samsung Galaxy S III (GT-i9300) purchased from the carrier will skip Android 4.2.2 and go straight to Android 4.3. This is expected to be the rule rather than the exception globally, another reason to believe that the Samsung Galaxy Note III will launch with Android 4.3 running the show.
