A tweet sent out by Lawrence Schlosser, a Microsoft employee in France, indicates that Cortana will be arriving soon in that country. When translated, the message reads that Cortana is taking accelerated courses in French. That sounds like a sign that the personal assistant will be available in France, sooner than expected. For Cortrana to be your assistant, you need to be sporting a Windows Phone 8.1 powered handset and the application needs to be installed on your phone.
There is some hope that Microsoft will make a single announcement covering a number of European countries. A website for Cortana users has popped up in Dutch for the Netherlands, and is also available in Portuguese, Spanish and French.
Microsoft has been spending a lot of its ad money in the U.S., running commercials showing Cortana taking on Siri. We would expect Microsoft to take this battle overseas once Cortana is available in most countries.
